They were commissioned by the US government to carry out a mission. Troop 77 was called out of the area for an emergency recon mission. The bunker is powered by a generator because the terrorists successfully cut the main power supply. They're trying to breach the bunker to find a red file with nuclear launch codes. The generator only has enough gas to run the bunker for an hour. If the power to the bunker fails, the terrorists assume the bunker is unmanned and unprotected. They will then move their people to break through the bunker and find the file to launch a worldwide nuclear attack. There is a still intact electrical reserve system that only requires the installation of two fuses in the bunker and that alone will restore the bunker's power supply.
